Philip W. Chang holds a Masters degree in Public Affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas. He graduated with a Bachelor of Arts in Economics and Bachelor of Science in Psychology with minors in Chemistry and Political Science from Virginia Polytechnic Institute and State University. His professional experience includes case design, financial analysis, and investment advisory with the firm, .

Prior to joining  he worked in corporate insurance and risk management as a Risk Analyst in the Property and Casualty Division and as a Risk Analyst Intern in the Employee Benefits Service with Marsh USA, Inc. Other positions held include Intern, City of Austin Budget Office and Austin Fire Department and BDCP Candidate/Naval Officer Candidate, United States Navy.
